"Digital marketing agency" covers so much ground in the UK that the label alone tells you almost nothing. A luxury-brand specialist in Shoreditch, a B2B content shop, and a disability-inclusive influencer agency are all technically "digital marketing agencies," and none of them would do a good job on each other's work.

Methodology
Each entry below was checked against three things: a verified UK office (address confirmed independently), a named, independently checkable client relationship (a case study, press mention, or client testimonial found outside the agency's own pitch), and a real specialty, meaning the agency's differentiator is something specific to what it does. You will not find a generic "we do SEO, PPC, and social" list here that could describe hundreds of UK agencies.

The Compliance Question Most Listicles Skip
Two rules apply to marketing in the UK specifically and don't map onto how marketing works in most other countries, and are worth raising directly with any agency before signing:
PECR (the Privacy and Electronic Communications Regulations 2003). Any email or SMS marketing sent to individuals in the UK needs valid, specific, opt-in consent; pre-ticked boxes and bundled consent don't count, per the ICO's own guidance. The "soft opt-in" exception for existing customers is narrower than most marketers assume: it only covers similar products to something already purchased, and only if the recipient got a clear opt-out both at collection and in every message since.
PECR breaches carry fines up to £500,000, separate from and stackable with UK GDPR's much larger penalties. An agency running email/SMS campaigns or ad retargeting cookies for a UK audience needs to actually understand this. It is not enough to just have a cookie banner plugin installed.
The ASA and the CAP Code. The Advertising Standards Authority enforces the CAP Code across all UK advertising, including paid social and influencer content, covering substantiated claims, clear pricing, and influencer disclosure rules (a genuine "#ad" tag, not a caption buried at the bottom).
This is a different enforcement body and rulebook from, for example, the FTC's approach in the US, and it's worth asking any agency doing paid social or influencer work in the UK how they handle disclosure and claims substantiation specifically, not assuming platform-level compliance is enough.
