Singapore shoppers have plenty of creator content to scroll past. Why should they stop for yours?
A 2025 Ipsos study found that 44% of Singapore consumers consider social media influencers untrustworthy. It's a reminder that putting a familiar face in an ad guarantees very little. International brands need creators who understand local buyers and content that gives those buyers a reason to care.
Finding an agency that can deliver both takes some research. To make your search easier, we've compiled a list of the 10 best UGC agencies in Singapore for international brands, highlighting what each one does best and which types of campaigns they're suited for.
Let’s dive in.

How We Ranked These UGC Agencies In Singapore
Each provider was read on its own pages in October 2026 and tested on four points.
- Singapore presence: an office, a Singapore head office, or a Singapore company named on the provider's own pages.
- UGC delivery: a UGC or creator-video service beyond influencer posting.
- Paid-ad readiness: usage rights, raw footage, and hooks and cuts built for Meta and TikTok.
- Overseas-brand fit: programs across several countries, launches into Singapore, or support for brands entering the region.
For transparency, inBeat Agency publishes this guide and appears among the agencies listed. Its inclusion was assessed against the same criteria as the other providers.
Best UGC Agencies In Singapore For International Brands
Each profile starts from the provider's own UGC or creator-content page.
1. inBeat Agency
inBeat Agency combines UGC production, influencer marketing, and paid media to help international brands turn creator content into customer acquisition. The agency has scaled 200+ brands, manages over $20 million in monthly ad spend, and reports a 3× average ROAS improvement. Its experience spans Singapore and other international markets, with campaigns built around local audiences and measurable advertising performance.
Beyond individual creator videos, inBeat handles everything from creator sourcing and creative strategy to production, paid media execution, and ongoing optimization. Its team tests different hooks, formats, and messaging angles to identify what resonates with each audience. Brands can commission standalone UGC assets or run integrated campaigns across multiple markets.
Key services:
- Creator sourcing, scripts, and production across several variations
- UGC for Reels, Stories, and feed with sound-off hooks
- Native TikTok creator content for the FYP and TikTok Shop
- Meta ad creative built from UGC
- Performance tracking by creator, hook, and concept
- Structured testing and refresh cycles
Notable clients: Disney, Nestlé, Puma, New Balance, Nissan, Miro, Bumble, Linktree, HelloFresh, Prose, Native
Industries: Beauty, fashion, CPG, eCommerce, DTC, food & beverage, health & wellness, mobile apps, SaaS, finance, automotive, travel, and retail
2. Social Jet
Social Jet is a Singapore influencer agency whose UGC service briefs creators for hooks, objections, and proof so each video can run as an ad. Usage rights for paid media are negotiated at the start. Every video is then cut into 9:16, 1:1, and 4:5 versions, and the agency can also run the ads and report cost per result.
Campaign managers hand-pick creators from the 1,300+ onboarded in Singapore, and the brand approves the roster before anyone is booked. That process helped a German pet-food brand launching a new cat food into Shopee's 11.11 sale: creator content re-cut into ads sent 30K+ clicks to its store, the pattern an overseas brand entering the market needs.
Key services:
- Creator casting for on-camera credibility in your category
- Hook and script variations per creator for ad testing
- Usage rights negotiated for paid media
- Editing into 9:16, 1:1, and 4:5 ad cuts
- Optional ad management with cost-per-result reporting
Notable clients: Pokka, Citi Singapore, myRepublic, Vitakraft
Industries: F&B, pet care, banking, telecoms, home and living
3. Krave Media
Krave Media makes direct-response UGC ads for Meta and TikTok from a head office in Singapore, with teams in the Philippines and Hong Kong. Its creators sit in the US, UK, Australia, Singapore, and Southeast Asia, and each one completes an in-house UGC bootcamp before filming, so scripts arrive in a format a media buyer can use.
Every plan includes raw footage, and each ad concept ships with three hooks, so the buyer can test variations without writing a new brief. AI avatars then add fast hook iteration when a winning angle needs more versions. Because Krave Media does not run creator collaborations, the work is made for ad accounts.
Key services:
- Direct Response UGC for Meta, TikTok, and YouTube Shorts
- Remix and AI-powered video sales letters
- Cinematic studio production
- Creator management, scripting, and editing
- Perpetual usage rights on all plans
Notable clients: Ova, andSons
Industries: Fashion, beauty, F&B, home, tech, supplements, health and wellness
4. GoViral Global
GoViral Global combines influencer marketing and UGC for brands entering Singapore, working from a Singapore office as one of several city locations. inBeat Agency's multi-country model has a counterpart here, because GoViral Global repeated a travel-search brand's UGC program across 15+ markets in EMEA and APAC and reached #1 in the App Store and Google Play rankings.
For brands from Europe or China it recommends niche influencers, since they gain traction with less effort in a small market. Creators range from mega to nano, so the same team can scale a campaign up or down, and conversion tracking shows what each creator delivered. A 30-day AI video platform campaign reached 645K+ eyeballs at a 10% average engagement rate.
Key services:
- Influencer and UGC campaigns for the Singapore market
- Network of mega to nano creators
- Content strategy built around local preferences
- Creator relationship management through the campaign
- Conversion tracking on creator content
Notable clients: Revolut, Casetify, Timeleft, Steve AI, KAYAK, HotelsCombined
Industries: Travel, hospitality, technology, mobile apps, eCommerce, lifestyle, and consumer goods
5. Confetti
Confetti runs two UGC tracks. In the creator track it sources and manages outside creators. In the internal track its own team films and edits with on-screen talent, a fit for a brand that wants control over the footage.
Both tracks start from scripts and hooks written for TikTok, Reels, Facebook, and ecommerce channels. Confetti then ships product to creators and tests hooks, calls to action, personas, and formats across batches. Because it ties UGC to livestream selling and TikTok Shop work, it suits brands that sell through Singapore's social-commerce channels. Pricing begins with a free quote.
Key services:
- Creator and on-screen talent sourcing and matching
- UGC scriptwriting and creative strategy
- Product seeding and shipping logistics
- Production execution, in-house or by creators
- Creative testing and optimization
Notable clients: L'Oréal, DBS, Philips, Standard Chartered, Bata, Owala, Skintific, Geniebook, Kenvue, Pelago by Singapore Airlines

Gushcloud is a creator management and licensing company based in Singapore. Its 20,000+ creators worldwide match GoViral Global's count, and it adds offices in 13 countries and 5,000+ brand partnerships.
Content production sits inside its influencer campaigns, so a brand that wants ad-ready creator video should state the deliverables, cuts, and usage terms in the brief. The scale fits large consumer brands that need creators across several countries at once.
Key services:
- Creator management and licensing
- Influencer campaigns across 13 countries
- Content production inside campaigns
- Brand partnerships for consumer brands

Its content creation work covers photography, videography, graphic design, and copywriting, so a brand that wants creator-style video inside a wider social program can scope it here. UGC is not a named service, so the fit is a brand that wants one team across content and community.
Key services:
- Social media management and strategy
- Influencer marketing
- Photography and videography
- Facebook and Instagram advertising campaigns
- Community engagement and social reporting
Notable clients: Mattel, Michelin, CapitaLand, National Geographic, Singapore Airlines, McGraw Hill, FUJIFILM, Far East Organization

- UGC for Meta and TikTok
- Branding and creative strategy
Notable clients: Chilli Manis Catering, 313@somerset, Palawan @ Sentosa, Big Tiny Group

Where Singapore Creator Content Reaches Shoppers
According to DataReportal's Digital 2026 report, Singapore had 5.33 million social media user identities, equivalent to 90.6% of its population. TikTok's advertising tools showed a potential reach of 3.80 million adults, while Instagram's advertising audience stood at 3.35 million users.
These figures highlight three considerations for international brands planning UGC campaigns in Singapore:
- Adapt content to each platform. TikTok and Instagram offer substantial advertising audiences, but their viewing experiences differ. Test platform-specific openings, pacing, and editing styles rather than relying on identical videos.
- Prioritize audience relevance. Broad social media reach makes local cultural understanding especially valuable. Choose creators who can communicate naturally with your target customers and address their actual buying concerns.
- Look beyond initial reach. Views alone reveal little about purchasing intent. Track how different creator videos influence engagement, product-page visits, and conversions to understand which concepts deserve further investment.
What UGC Costs In Singapore
UGC pricing in Singapore depends on creator experience, production requirements, and whether you're commissioning individual videos or a fully managed campaign.
According to AtisfyReach's 2026 Singapore pricing guide, UGC-only content from nano creators typically ranges from S$80-S$250 per deliverable, while micro creators charge an estimated S$200-S$800. These are indicative creator fees rather than standardized agency rates.
For broader context, Collabstr's 2026 Influencer Marketing Report, based on over 21,000 collaborations, found that brands paid an average of US$154 per UGC engagement on its international marketplace. This provides a useful reference point, although it does not establish Singapore's market average.
Singapore Rules On Creator Content: Copyright, Disclosure, And Personal Data
Three Singapore rules shape a UGC contract, and each one is easiest to settle before filming.
- Copyright: since 21 November 2021, creators of commissioned films are the first owner of copyright by default unless the contract says otherwise, and the commissioning party can keep using the work for the purpose it was commissioned. Write paid-ad use, whitelisting, and duration into the agreement, and see our UGC usage rights guide for the clauses.
- Disclosure: the ASAS social media guidelines say content from a creator with a commercial relationship should show it, and disclosures for sponsored content must be clear, early, and visible without a hyperlink. A creator video that looks like an independent review but was briefed by a brand breaches the same guidelines.
- Personal data: for breaches of the Personal Data Protection Act, the PDPC can impose a financial penalty of up to S$1 million or 10% of annual Singapore turnover, whichever is higher, where turnover exceeds S$10 million. Ask who holds creator and shipping data during a campaign.

Frequently Asked Questions
These answers cover the questions overseas brands ask most about UGC in Singapore.
What is the difference between UGC and influencer content in Singapore?
UGC borrows a creator's credibility and runs on the brand's own channels as an ad, while influencer content runs on the creator's channel and borrows their audience. Singapore agencies often use the term KOL for influencers, and many run both in one campaign.
Do Singapore creators have to label paid UGC?
If a creator posts content that a brand paid for, ASAS guidelines say the commercial relationship should be indicated in the content. Ads that run from the brand's own account are still advertising under the Singapore Code of Advertising Practice, so its labelling and truthfulness rules apply.
Who owns a UGC video commissioned in Singapore?
Under the Copyright Act 2021, the creator is the first owner by default for commissioned films unless the contract says otherwise, so the contract should assign ownership or grant paid-ad use for a stated term.
Do I need a Singapore agency to run UGC for Singapore shoppers?
You need creators and a contract that work under Singapore rules, and a Singapore-based provider handles those locally. An overseas agency can run the program if it casts Singapore creators and states disclosure and rights terms in the contract.
Can Singapore UGC run in other Southeast Asian markets?
Only if the contract names each territory and the usage period. Footage cleared for Singapore does not automatically cover Malaysia, Indonesia, or Thailand, so ask for regional use in the quote.
